Key amongst these is the phrase ‘Nationally Recognised Training Qualification’. The gold standard of vocational education and training (VET), a Nationally Recognised Training Qualification is exactly what it sounds like – a qualification, certification or accreditation gained through training that is recognised by companies and regulatory bodies in all states and territories. These qualifications have been assessed by the Australian Skills Quality Authority (ASQA) – the national regulatory body – as meeting the standards set by the government. Only registered training organisations (RTO) that comply with the standards set by ASQA can deliver Nationally Recognised Training Qualifications. These standards – referred to as the VET Quality Framework – define the benchmarks against which RTOs will be measured. These standards include responsiveness to industry and learner needs, use of quality assurance in operations, provision of institution information to learners and ability to manage complaints and appeals.
Key to qualifying as an RTO is the ability of the organisation to align its curriculum against the Australian Qualification Framework, which defines the units of competency required to attain a certain qualification. For example, a Diploma of Building and Construction (Building) requires that a student complete a unit on managing project risk – any course promising such a diploma without such a unit would be regarded as incomplete and invalid by the regulator.
